Commit e9bd258d56 changed the setting for BGE_DEBUGGING to on on non-debug
builds.  Since this leads to performance problems due to the enabled debugging
code it needs to be reverted.

Work by Arne Jansen.
It was tested on a machine with high network traffic over a bge interface to
confirm that networking performance improved.
