10697 zmod: use zlib-1.2.11

Update VM to use zlib-1.2.11, zfs set compression=gzip-9. Copy some files on this dataset to be stored with gzip-9 compress.
boot other pool without zlib-1.2.11, import updated pool, mount dataset and verify we can read the compressed files.
updated BE from step 1 to new build, boot to BE from step 2, zpool import, dataset mount etc are still good. Did update text file from step 1.
boot to updated BE from step 3, verified we can read the updated text file.
