10273 smatch should be corrected in exception_lists/packaging for sparc

Description

We build smatch on sparc but, like x86, don't package it. The exception list should reflect that. Otherwise we see warnings like the following when validating manifests against the proto area:

file opt/onbld/bin/sparc/smatch group=group mode=0555 owner=owner path=opt/onbld/bin/sparc/smatch
dir group=group mode=0755 owner=owner path=opt/onbld/share/smatch

Testing Done

With the fix, build is clean without the error.
